SIR linked Passport renewal query

So a friend forwarded this message which is essential for Punekars to know especially who has no idea about this latest news. There has been no official announcement that every renewal will now require a successful SIR status or that being missing from the electoral roll automatically disqualifies someone from obtaining a passport. But the above news says so. Anyone who knows please enlighten Punekars and help us out? Thanks 🙏
