size 23, 000, xxs, indie sleaze/2000s grunge clothes?

I don't know if I'd say I'm tall, but I'm 5'4 and wear an xxs, 000, or 23 in pants.

Recently I've been liking clothes from hollister, zumiez, and urban outfitters (the bdg brand/line is a style i really like, anything early 2000's looking or indie sleaze). however I've found the shorts from hollister in 24 to be way too big on the waist and butt, the shorts and pants at zumiez are huge in the smallest sizes, the BDG pants at urban outfitters only go down to a 24 (low rise, flare, pinstripe, they were so cute but big on the waist and crotch :( ) they also had a super cute denim vest in an xxs and guess what... too big, you could see my nipple through the side opening because it wouldn't lie flat...

WHERE are we finding size 23 pants??? even 000 at American eagle fits baggy when i used to only be a 0, when i weighed LESS. so frustrated. Thanks!!
