What is a perfect Pal?

So i haven’t played since release and it seems a few things have changed. My goal is to find the EARLIEST point in which I can start investing in any individual pal that could eventually become a perfect pal.

From what I remember have seen this is a perfect pal.

Max IV’s: Born and cannot change

Ability Passives: Born or changed with microchips

Alpha Status: Must be big

Tier: Upgraded at the condenser

Level: Just play the game or use souls

Big moves?: idk what this is about. Mutation related?

Excluding the big moves does that mean the minimum is a perfect IV alpha? Did I miss something?
