What is going on with i-130 only applications???

So I don’t understand I am American citizen waiting in Dominican Republic with my wife. I filed I-130 in October 2025 and I heard they stopped processing applications in February but I see all these i130 & i485 being approved so are the people with only i-130 applications that are doing things right getting screwed and stuck waiting indefinitely???
