Powering a 24V led strip with a 19.5V laptop power brick

I have a box of spare Dell Power bricks which output at 19.5 volts and in 65 watt and 130 watt varieties (3.3 and 6.7 amps).

Is it safe to use these power bricks or might doing this cause damage?

I realize that the led strips will not reach full brightness (presumably 18% less bright?).
