The shirtless homeless men at the 86th street 456 station

There are two homeless men who take their shirts off at the 456 station to beg. One of them is a bit quieter, and one is EXTREMELY dramatic, he kneels on the ground and screams for help while holding his cup out. Both look highly emaciated. I've tried to talk to them before, and not managed to get a coherent response.

Anyone know anything about their stories? Do they stay at a shelter? I never see where they come from or where they go, but they're always at the same spots on 86th street. It feels really awful to see human beings in that condition - but at the same time, I've heard other homeless people say they don't like the highly dramatic ones, because it's kind of a tactic to get more money. And meanwhile, the ones that keep to themselves are much more invisible, and less likely to get help. So I don't know.
