Can't launch Rocket League (Steam) due to Easy Anti-Cheat error

Has anyone else run into this issue? I’ve already tried reinstalling the anti-cheat itself, verified and reinstalled the game files on Steam, disabled my antivirus and added folder exceptions for the game, and verified that both TPM and Secure Boot are enabled.

It's also asking me to download the system file "MEMCTL.SYS", but I have no idea where to get it or where it's supposed to go.

I'm out of ideas—has anyone else dealt with this and found a fix?
