need advice on how to do a curse on multiple people without the persons name or picture

hi. suffice to say my home and that of my friends have been under attack for some time. unfortunately we live in a bad area with incompetent pig police. ive seen whose done it but dont know their names or where specifically theyre coming from. i have many books though not quite with the spells that would work and a few herbs including black salt and a candle and knife i can use in the ritual but not sure exactly what would suffice. any ideas? i usually do protection rituals but every so often my hand is tipped in the other direction. or should i invoke my gods and goddesses and let them do their work if possible?
