Enchantment Neutral item

is it me or this is a bug? everytime i play a certain hero (spectre for example) i never get TOUGHT (+DAMAGE+ARMOR) CRUDE and so on, its like fixed im getting the same enchantment over and over again T2-T4 are basically the same as what i got in t2 till i reach t4, the time it will change when its time to get for t5, those change constantly
