Im an hour or so in the game, about to meet Q. Does this game open up or does it always feel like watching a movie with sparse gameplay?

I checked this game out from my local library but ive been interested in since I saw the first advert.Im about to meet Q and im not really feeling the game. I know its still early so does it open up or give you more agency later on?

It just feels like I'm watching a movie so far with little pockets of gameplay. I dont feel like im playing a level or mission.
