With the world cup culture clash videos I have questions but do people not know when it is going to rain?

Video of a UK guy being like: holy crap how do Americans know when it is going to rain? "I live in the UK and it always rains but I never know when!" I live in rainy Portland Oregon USA and I always know when it is going to rain. Smell in the air, pressure shifts, temperature changes slightly, humidity - might take a moment to notice but as soon as I take a deep breath or take a moment to be in the moment and look around I get the "it's going to rain" feels.
