Pwede ba mag refuse sa plantilla position if may mas better na option sa another NGA?

My friend has been sent an email of appointment from DEPED saying na he got the plantilla. He actually just tried just for experience kasi walking distance lang yung office sa kanila. He actually heard horrible working conditions after siya nag apply pero he went for through the whole process. He is currently waiting the results of an interview from the SUC he was an alumni so he could get with his friends. Pwede ba daw to ma refuse? TYIA
