Paying off old debts

I want to reach out to BPI for my previous CC that I have to fully settle this. Is there any way that I can reach an offer for a possible discounted amount to fully settle when the bank / collection agency stopped suddenly giving out offers or calls?

I got my TU report and I noticed it’s still there.
