[Last Variable DLC] What do the "more efficient phasers" do?

I finished the chemist's questline and it says that now my phasers are more efficient, but I don't understand what that means? Phasers already convert all of the incoming substance into the phased equivalent, so I don't see how that could be made more efficient when it's already 100% instantaneous and total conversion.

Am I just dumb?
