Minimum pace requirement rule

I dunno what the actual rules for the Outlaws or High Limit are, but if a driver is more than two seconds slower in both hot laps *and* qualifying than the second-slowest driver, they should be immediately disqualified. That guy at Lernerville was a disaster waiting to happen all night and the officials didn't park him until halfway through the B-Main.
