Budget build and upgrade later or semi-high end build and upgrade in 5 years or so

Question

Right now I have a Ryzen 5 5600X, B550mobo, and a 16gb ddr4 Ram, no gpu. I came across a 2070 super recently for 165$, I was thinking it's an okayish gpu, but I am most definitely going to upgrade to a better one in 1-2 years. And so the question, should I buy the 2070 super and upgrade to an Am5 motherboard, Ryzen 9 9900X, ddr5 Ram, and a 5070? It seems to me that the Am5 platform is kinda off the charts because of the ram inflation etc. And I believe those prices are permanently inevitable. Or should i just stick to my current Am4 platform, buy a 3080 for 330$, and eventually change my cpu to a Ryzen 5 5950X?

I currently have exactly a budget of 165$, it will take exactly 4-5 months for me to have 330$ in total. I currently have a Ryzen 5 5500h, rtx 2050 gaming laptop for the meantime.

With the pc I'm building, I am planning to use it for game development, and blender which I am yet to experience, and heavy gaming. Currently have a 1080p monitor, may or may not upgrade to 1440p.
