PCAFC (Family caregiving program) appeal supplimental claim current wait time?

Im a family member of a vet, we are applying for the PCAFC family program where I become his caretaker, and get a stipend, question is- has anyone been denied and appealed through the suplimential claim route? What happened? How long did the decision take? The web said 4-7 months maybe up to a year.
