Weird behavior from ED, is this normal?

I’m fairly new to working in nonprofits, so I wanted to get outside perspective. Our ED will agree with basically anything a board member says in meetings, even ideas that don't really hold up, and privately admits to me afterward that it didn't make sense. But in the room, zero pushback.

We're also in the middle of planning a fundraising event, and one board member has gotten very controlling. Instead of our ED telling us what to do, that board member tells us each day what to do and how to do it. Our ED just does whatever he says, even when it seems like it should be a staff call.

Is this a normal nonprofit dynamic, or a sign of bigger governance issues? By the way, my ED doesn’t seem to be bothered by this situation and they said that they had it more worse at their previous jobs.
