my account got ban and i create new one it will banned too... looks like not normal.

my 1st account got banned, after 24hrs i create a new one. a few hours later, that one got banned too. now im starting to think it's not the account itself. could it be my phone or my IP? has anyone else had this happen? what ended up fixing it? is it really this difficult to make new IG account now??
