Am I the only one who finds the Dust Devils weak compared to the Kitsunebi squad ?

Im playing on heroic and they fall like fly, there is absolutely no difficulty in this event compared to the cherry blossom. Yes, they are more ennemies but I don't find the same intensity we had againt kitsunebi where you could be easily overwhelmed when they were chasing you with an another elite squad or rogue agents. Dust Devils feels more like normal regular npcs. Would not have been against a little bit more difficulty
