Reference Check first

Hi,

I recently applied for an APS4 role in DVA. i didn't have much hope but I got the email they reached out for reference check. My managers did receive an email to complete the reference but is that strange, like no assessment/test, no phone interview, no communication and just reference check first? Do I hope for the interview soon?
