can I buy a car at CARMAX with international driver license?

I am living in airbnb for 2 months so difficult to have proof of residence for California DMV.

How should I buy a car with international license?

Local used car dealers said they can handle it, however, CARMAX do not let me buy a car with interenational license? If anyone have experience please share.

I thought I would buy a car with international license, and use car registration document as a proof of residence...
