How many downloads does a mod need to have the be added to the catalog?

I'm trying to add this mod to my server, called Smiley's Better Voice (https://www.curseforge.com/minecraft/mc-mods/smileys-better-voice), and tried to suggest it using the suggestion tool. It told me it wasn't popular enough, but it has 54k downloads and was released 9 days ago. When can I expect it to be available?
