Why would President Kelly outlaw the x-men?

SpoilerEpisode Discussion

Wouldn’t they be needed now more than ever upon their return from the past and future? We know post genosha and E day that human mutant tension is at an all time high, and X factor can only do so much especially with some being wary of their government ties. I feel like he would welcome the x-men back and tell the world they are heroes who stopped asteroid M and Bastion. Is president kelly perhaps in the “magneto was right” camp like val cooper? As in he thinks mutants can never be safe so let’s have X factor take in targeted mutants for their own protection? Perhaps he’s at the point where any unchecked mutant activity will just feed the public’s fear? Still, i don’t think his, nor x factor’s actions are done out of pure malice. Rather it’s just another way that their fear gets the best of them, resulting in harsher methods being used to ease tensions. They simply don’t believe in Xavier’s dream anymore, save for Polaris for the time being
