Sailing club banning sailing. Am I entitled to ask for a pro rata part of my membership back?

Last year my sailing club suspended sailing during the summer due to the level of blue green algae. I had to pay extra for temporary membership of another club to cover the closure.

This year they have suspended sailing again this year for the same reason.

1. Am I able to request a pro rata portion of the membership fee back for last year, or is it too late?

2. Am I able to request a portion of the membership fee back for this year?

3. Should I be able to sail "at my own risk" during the closure, or do I have to comply?
