E-hailing in Penang

Hello! Female solo traveller here. Will be in Penang for the next 2 months. I have a curious quetion. (Not here to condemn anyone abtw). Is it normal for e-hailing drivers to not help passenger carry their luggages?

When I arrived yesterday, I was charged an additional RM30 for a ride where the driver carried 3 of my luggages into and out of the car while sending me from airport to hotel.

Today, as I switched hotel, the driver just refused to carry and in the end the ride was cancelled. The 2nd driver came and told me that I have to order a 6-seater car only then the driver is willing to carry. Is this true? In Sarawak, female drivers have no issue helping to carry the luggage. Most drivers in KL an Selangor don't mind too.

So... Is it a norm in Penang that drivers here are not allowed to carry passenger's luggages? If it is a norm then ok, I respect that.
