Did all western countries have a "stuffy" period?

The British Victorian period looks so silly to me when it comes to all the etiquette the middle classes heaped upon themselves. Calling cards and society balls and so many things that seem to suppress natural emotions and such. I was wondering how common this was across Europe at the time.
