How do I inform the housing benefit that I owe them money?

Long story short, I didn’t realise I was supposed to declare that I left uni and I don’t have a job or on Universal credit either, so I owe them non-dependent deduction. Though it’s been yrs since then, how do I let them know? Do I email the housing benefit officer (?) or declare a change in circumstances in the website.
