GTA San Andreas crashes at the end of the loading screen

GTA San Andreas opens normally, but crashes at the end of the loading screen on both New Game and Load Game no error. The issue started after replacing one file in the data folder. I restored the original files and removed all mods, but it still crashes. Any ideas?
