Is it worth it to study a Master of OT in Australia as an international student?

I am in my early thirties with a life sciences background. I want to change careers to a more hands-on and practical profession. Knowing that the NDIS is facing funding cuts, is it still worth it to relocate and study in Australia, preferably in Victoria? The stakes are high due to the relocation and tuition fees.
