is it legal to sell tshirts of an instagram or a youtube comment or like a tweet from some user ?

Location: delaware

so let's say a youtube comment on a famous youtuber's video got so popular that it became an inside joke between the youtuber fans or maybe a very famous funny reply to someone famous or like a tweet from those companies like MCdonald

so if someone was to grab the screenshot of the tweet or the comment, the screenshot will clearly show the username and the profile picture of the user with the comment/tweet.

will this have legal issues ?

and let's say the screenshot won't show the profile picture and the username, will this also have legal issues ?

PS: i am not an American, i only put delaware because that's where the interesting things happen i think :/
