Does Singapore really encourage innovation?

Let me tell you , the 10 years I have been in Singapore, I have never seen a country that advertise itself as a country that encourages innovation but in secret despises it so much.

When I was in a writing club in Singapore, I wrote fanfic about resident evil 7 basically I wrote about Evelyn genetically engineered to be evil. Then a Singapore woman in charge looked at it and said to others, "See this is the kind of things people bring into the country."

Those were the literal words,no kidding. I mean how do I even respond to that?

If Singapore doesn't want people to create things that are extraordinary then why do they act as such where they claim to invite top scientists and engineers?

Is this the secret culture of Singapore where they invite people only to satisfy their own requirements rather than for the benefit of those people?
