Moving the front passenger seat all the way forward 🙃

When I was in Kazakhstan I noticed that most taxi drivers kept the front passenger seat folded forward. Why is that?
Do they prefer that no one sits in the front seat or is it required by law?
Why do several passengers sit together in the back while the front seat remains empty?
