WS-43691-3 When trying to download a theme or DLC in Bulgaria

Hey folks,

I am located in Bulgaria and recently got gifted a PS4. I bought the “Extra” tier subscription and downloaded GoW Ragnarok which is included. I then tried to download the free DLC Valhalla and received “We’re sorry, this product cannot be purchased at this time(WS-43691-3)”. Then I tried the usual steps of reactivating my PS4 as primary and restoring my licenses, but nothing helped. I tried installing a free God of War theme from the store, but got presented with the same error.
I called the support and they told me it’s a global issue for the Bulgarian region, due to the not-so-recent Euro adoption within the country and told me it’s happening for all users no matter the platform. Which I was not convinced about.

In the website of PSN it says that all services function fine.

I am wondering if
A) Somebody has received such error? And if there is anything I can do besides what I’ve tried already?
B) Anyone else in Bulgaria experiencing such issue?
