Halo CE Game play is jerky like a stop motion film

I guess everyone is having some stuttering issues. I haven't dealt with UE5 yet so not sure if that is the issue. The game play feels a slight bit fast but jerky, like a stop motion film. I have installed the nvidia hotfix and d/l a modded ini from vortex.

I'm running a GTX3060 on an i7-10700 with 32GB of RAM. At this point i have graphics at low acceleration at native and FPS limited to 72
