Breeder not going to vaccinate puppies

The breeder I am getting an 8 week old puppy from in a couple of weeks has changed their stance and no longer does the first set of vaccinations. They say it’s to give owners the choice in if they want to vaccinate and when. They say they have seen puppies personalities change after getting vaccinated. Are anti-vaxxers a thing for puppies? Do some people not vaccinate their dogs? Is there a benefit in delaying vaccinations? Already seems long to have to wait to take your puppy for a walk until fully vaccinated at 16 weeks if you follow the normal schedule. Are they doing this to save money or is this an actual concern?
