Can't exit the shadow plane

I'm on that stupid Rasaad quest, I killed the dragon, took the wheel and opened the portal, but I cannot interact with it in the slightest. I keep getting chased by Alorgoth and having meteors drop on me, the same dialogue triggered like 10 times and I cannot do anything at all but to spam potions
