What's Up With Timelines?

I basically only play sandbox, but what is the issue everyone seems to have with timelines? I understand its pretty controversial. To me it seems like most fans are annoyed that the devs seem to have wasted an update on something the players didn't really want.

Also I don't really understand what timelines is, I believe it's just limited time scenarios...
