2013 ford e350 no vent air blowing. Blower motor is working

I replaced the blower motor in a delivery truck of ours. I can hear the blower working the ac lines start to freeze up. No air is blowing out of any vents not even defrost. Actuator door is open. I even did the vacume box trick where I ran the vac line to a new vacume box in the floor board. Could the vent actuator in the dash be messed up?
