Android. Quote function- can we get it back? Why has it been withdrawn again?

The quote function has disappeared again. It disappeared earlier this year and reappeared a few weeks ago. Now it has gone again.

What is the reason for this? Is there a way/hack to get it back that I have missed? And when will it return if there isn't a hack? It is one of the most useful features.
