Troubleshoot jets help

Hello I have a Life Smart single jet panel hot tub. I emptied it and filled it for the first time. When I turned the power back on the jets go through about an hour cycle of being turned on. Then when it stops and I get it up to temp the jets button doesn’t turn the jets back on. They only come on if I disconnect the breaker and reconnect. Any tips on how to fix this? Jets worked previously to me emptying it. Doesn’t seem to be air locked because the jets turn on full force when I repower it on.
