what's the current relationship between heaven and the lunar capital?

yukari had yukari cut ties with the lunar capital about 1000 years ago. so that's out.

why I've got. the dragon palace is speculates to be the same as the lunar capital, iku being a messenger of the dragon palace yet her theme was with tenshi is SWR. And lunarians are said to be like celestials. and heaven, closed as it is, still take occasional residents from earth. does that make a connection?
