Final interview

My bf had his final interview in early may, they told him 3-4 weeks he will hear something but still nothing. They said they weren’t recommending him but still sending his file, they said they loved him just the thing is underage drinking but everything else was perfect he is 21 now. Do we just assume he is dq? Is he dq? Are they just sending his letter? Does he call and ask? It’s been months and not sure if that is normal but wondering if he is dq or just assume he is lol.
