Why can’t all (legendary) weapons be attuned in the inventory screen?

I wanted to attune to Forensic Nightmare because it’s one of the only Sub Guns with a possible perk combo I want. It can be found in Throne World, so I checked both World Drops and Distortion Drops and it’s not under either category to attune. What makes it ineligible?
