Need help understanding VAT reclaimable on Tesla Model Y

I am planning on buying a Tesla Model Y. I read that 20% of VAT could be reclaimable provided it is used 100% for business. I don’t have business registered and driving as sole proprietor. How do I proof that this is for business purpose and claim the VAT?
