Lightning Rod doesn't trigger Mirage Archer or Deadeye. Bug?

I triple checked the skill binds and made sure all gems have are active in both. Other skills trigger the Mirage Archer fine but no luck with Lightning Rod. Is this a know bug? Also tried creating a new LR gem but nothing doing.
