Rash/Bites on Thighs

22 Male, 5’10, 165 pounds

Noticed these red itchy bumps mostly on my inner thighs appear yesterday. More appeared today or became more noticeable, a few lower on my legs, I’d say about 30 total. Seem to have a hair follicle in the middle of each of them.
Just looking for possible identification as to whether this is a rash or bug bites. I don’t really see how bugs would get to my upper thighs without me noticing, but I’ve been wearing loose shorts so maybe. I like to think I’m very hygienic and my bed has no signs of bedbugs that I can see. I was sitting on a pier fishing 2 days ago, I go to the gym often but shower after, that’s all I can think of. I was recently on penicillin too if that’s of any help.
