September ACT: Local center full. Lock in a farther site or wait for cancellations?

I'm trying to register for the September ACT, but my local test center is completely full.

Since the test is still two months away, is it common for spots to open up closer to the date due to cancellations? Or should I secure a spot at a center an hour away right now before that one fills up too?
