Cast on elemental ailment amulet

So im looking at a cast on elemental ailment for my gemling falling thunder, theres a lv 20 coea amulet but only 4% qal to gems, or a Iv17 coea with 10% qal total, the lv 20 has zarokhs gift instiled and the 17 has paragon, what one would be better
