On what, which and when should I use catseyes?

Might be a dumb question, but is there like a "correct" way of using them? Im also thinking of opportunity cost, so i don't want to waste them too early on bad units. For context I got 19 special, 16 rare, 15 super rare and 19 uber rare cats eyes
